They DO count. But their candidate lost. If you would have preferred that the West Ukrainians would have been dismissed as unimportant, well, tough luck.

We have a federal system - thus the minority view of Kerry states is protected and has some power in the Senate. The Ukraine is a Parl. system - majority rule - no protection or consideration to the so called minority parties. It must be especially bitter when the side that won the election has it overturned through applied pressure.
