this link, brought to us by the Presbyterian Church no less, apparently the funding for treatment for torture victims is federally funded. And because funding wasn't up to snuff, sounds to me like these folks have an axe to grind.
It is not surprising in the least that Presbyterian Church USA has info on this group. The higher levels of the organization are extremely leftist, anti-Israeli, anti-capitalism.
