Before the ballots are counted, the outside envelope is separated from the inside one which contains the actual ballot. So, no, the illegal votes cannot be identified. However, since the illegal votes were about four times the winning margin -- and odds are, they were "cast" in heavily Democratic King County -- this is grounds for either the legislature or the courts to throw out this election as fraudulent and order another one.
