Don't worry the Border Patrol probably has the same manual and covers all of the recommendation. They'll cross anyway. Why not send them along the routes that are heavily patrolled?
The problem is not the undermanned Border Patrol, but the will of the people has not yet been felt by the d@mn bureaucrats inside the Beltway yet. Once there is a true will, the congressmen will find a way for resources to control the problem. However, I would venture to say that that our elected officials are now likely intoxicated by the lobby money that persuades them to look the other way.
