only reason Eleanor Holmes Norton can't vote on the floor is cause the GOP took control of Congress... remember, before '95 they allowed her and the "shadow" to vote.
Just wait til she does tho...& DC achieves statehood & gets its 2 Senators (all in an area of only 10 square miles!!!!!)
