But the track-builders have no plans to improve highways, other than adding two ramps and toll-plaza capacity. And no government transportation agency has stepped in to help. Well there is a nightmare just waiting to happen

NASCAR in NY. First the Republican convention, and now this. Actually, NY allready has a track that NASCAR races at. It's called Watkins Glen. One of a few REAL race tracks that NASCAR visits.

I've been to exactly one NASCAR race in my life, in Phoenix. Brush aside the stereotypes, and I don't see the big issue. Racing draws fans from all walks of life. I saw little-old grannies wearing the T-shirts for their "boy"! Kinda nice to see the elderly and children safe in those crowds.
But if you're going to be a dedicated follower, you're going to need the disposable income for the RVs, 5th wheels, motel rooms, airfare, headphones, etc. Outside the Phoenix track it looked like a giant rock concert encampment. (But law-abiding!) Hope the Staten Island facility has a LOT of parking!

Why do they race counter-clockwise?
I'm guessing because the left hand turn is much easier to make from a left hand drive then the right turn would be. In Britain they race clockwise.

I was kidding but you may be right. But in road racing, even on sections of some of the same superspeedways, they race clockwise. (Of course, most open wheel cars and a few others have an inline driver).
