No let's print and wait for results, of every citizen who attends a convention when there is existing intelligence that says that the conventioneers of that convention may have terrorists in their cars.

You haven't already identified the person as being a citizen and unless the person has prints on file, you can never do that.

Most likely what they are doing is identifying terrorists who have prints in their database.
