Don't you think there is a problem here when you have allready identified that person as a citizen ?
... and what if there were foreigners in the car who are terrorists who do NOT have their fingerprints on file ? ( like 911 ? )

You haven't already identified the person as being a citizen and unless the person has prints on file, you can never do that.
Most likely what they are doing is identifying terrorists who have prints in their database.
