I suspect they had their innocent stories all ready.
This is part of a deliberate al-Qaeda strategy. al-Qaeda pays suspicious-looking people to videotape important facilities. The sole purpose is to generate more investigations than can be conducted, thus increasing the odds that genuine threats disappear into the background noise.
This happened less then 5 miles from my house. I can see the Limerick towers from my bathroom window.
Hmmm..they could have been hired by the Islamists who dont want to be seen near the plant.
Or maybe, it's part of their plan to establish Aztlan, the nation they want that would be made up of the land from new Mexico, Arizona, Utah, California, Nevada, etc.
Since when is a nuke plant a tourist spot? Somebody got some 'splainin' to do.
It also makes me think that they could pay these people to test security, to see what our reaction will be.
Then they formulate their attack plans based upon our security response.
Just a thought...
They already have a pretty good idea of what the response would be.
But if they sense a weak response in one area, they'll probably go after that.
The primary goal, though, is to saturate our law enforcement organizations with bogus leads.

So the Police will turn them over to immigration for taking Pictures, but they won't turn them over while hanging out on streetcorners as day laborers.

This is not the first time people have been detained for videotaping this particular plant.
This plant happens to be in close proximity to some high population density commercial / residential areas.
This is NOT a tourist area IMHO.
.....and quickly enrolled in videography classes at the local community college with tuition picked up by the local illegal immigrant welcoming committee. This gesture was the only logical action in preparing these men to shoot videos of potential terrorist targets, a job no American is willing to do.
The fourth man was released.
..............to continue scouting for new and additional target sites for his compatriots after graduation.
