There was an "incident" right after 9-11 in Pittsburgh, PA. A Mr. Ferarri(sic), a PENNDOT employee was convicted of illegally selling hazardous waste truck driving licenses (gasoline, sulphuric acid, that sort of thing) to 20 Iraqis, many former soldiers. Just a coincidence. I'm sure the FBI did a thorough investigation.
Where is that gas mask?
