I guess you meant it was a civil offense matter and not a criminal offense matter? Still, it would get everyone else fired from their job and serve as a record which precluded employment in most meaningful professions other than working for the Wisconsin Legislature or state government.
Yes. With an OWI first conviction, the maximum penalty is a loss of license and a fine. It is a very serious traffic offense, but it is still just a traffic offense, not a crime.
OWI second is a misdemeanor and carries mandatory jail time, loss of license and a fine. The penalties continue to increase for each successive OWI.
OWI 5th is a felony which exposes you to a minimum of a year in prison.
