RIVERSIDE, Ohio -- Police are investigating a report of three suspicious men at the Valvoline plant in Riverside Wednesday.

A worker called police and said three unknown men were seen taken pictures outside the plant.

Police said the men asked about railroad traffic in the area and told employees they were engineering students at the University of Cincinnati.

The men were described as white men with dark complexions and beards. They were last seen driving a late-model gold Saturn wagon.

ARTICLE SNIPPET: "WASHINGTON - The Bush administration said yesterday it remains "confident" in Canada's efforts to prevent mad cow disease, but is reviewing its decision to reopen the U.S. border to live cattle imports from Canada on March 7.
