In their culture they are required to give anyone shelter who asks for it. They can be from a different tribe/clan, age old enemies, doesn't matter. They must provide shelter and the hospitality that goes with it.
If they turned someone in it would "damage" them and their family for generations. One is truly held responsible for their g-g-grandfathers actions. The price extracted is higher than 25, or 50 million, in their eyes.

OTTAWA (CP) - Efforts to keep terrorists from obtaining travel documents or boarding airplanes will falter as long as federal agencies rely on an incoherent array of watch-lists, an internal government report warns.
The draft report obtained by The Canadian Press stresses the need to consolidate the existing jumble of indexes into one or two comprehensive lists of red-flagged individuals.
It spells out detailed proposals to improve the management and co-ordination of watch-listing efforts and step up quality control to ensure "complete, accurate, timely information-sharing."
Public Safety Minister Anne McLellan acknowledges that work remains to be done.
"Technology helps enormously, but at the end of the day, it is still a huge challenge," she said in an interview.
A copy of the draft report, prepared last May by officials in McLellan's department, was recently released under the Access to Information Act.
Border controls have become a preoccupation for western governments since the terrorist assaults of Sept. 11, 2001 on the United States.
Auditor General Sheila Fraser found last March that watch-lists used to screen visa applicants, refugee claimants and travellers seeking to enter Canada were in disarray because of inaccuracies and shoddy updating.

U.S. authorities have located a Chinese woman who had been sought along with 13 other people for questioning in an alleged terror plot targeting Boston, but the investigation so far does not link her to any terrorist group, according to the FBI.

Mei Xia Dong was found to be at a U.S. Customs and Border Protection detention facility in southern California after authorities released her name this week "as one of 14 subjects allegedly involved in a Boston terror plot," the FBI said in a statement issued over the weekend.

The FBI said she may have entered the United States for "economic reasons." She was arrested for an immigration violation by border agents on Nov. 11 and has been in custody since then, it said.

"The investigation thus far does not tie her to any terrorist group," the statement said.
