Who directed this and by what authority can fines be levied?

What major utility company?
I am only aware of The phone company, Southern California Gas Co. and DWP (Dept of Water and Power) serving the city of Los Angeles.

I spent 25 years driving the streets of L.A. and saw markings for underground utilities at constrution locations and never saw any marked USA/anything. They were marked in different colors indicating the type of utility.

The memo came from Underground Service Alert, which services all of Southern California. They impose the fines, which is a little odd because the utilities pay their bills. I do know they were taken to court over this.

As far as the utilities, there are a ton. I have a full list at work, but I short list:

The Gas Company
LADWP
Standard Oil
Los Angeles County Flood Control District
So. Cal. Edison
Metropolitan Water District
SBC
Cox Communications
Adelphia
So. Cal. Water

And about 40 other, though some very rarely have stuff underground.

Please let us know what neighborhoods or localities this issue is coming up in and I'll get my activist friends down in OC to go on street tagging expeditions just to piss off the libs. I can imagine it's Santa Monica, Malibu, West Hollyweird, and Venice Beach that are the real problem. The East LA & Compton folks would care less about 'USA' on the street as most of them are ducking for cover 23 out of 24hours anyways.

When we need an area USA'd (is that a word?) we mark the boundaries with paint and write USA/our name. Then the other utilities come and mark various colors, yellow for gas, blue for water, ect., and are supposed to write USA/SCE or USA/DWP or whatever.

The fact that you haven't noticed this means that you are a sane, reasonable human. I wish no one every noticed the USA marks.

It seems that some "residents" of the city are offended by the use of USA

Change it to "ACLU" (A Cut in Losers' Utilities,) shut off their gas water & power, and raise their rates 1000%.
