Actually, I think it will be a court case before or after an amendment is offered. The concept is exactly as she stated, one person, one vote. Now, states with a higher percentage of congressional representation per capita have what amounts to more than one vote per person. The liberals will argue equal representation. They will ask the courts to overturn the Constitutional provisions for the election of a President on Constitutional grounds.

The Constitution itself cannot be ruled unconstitutional if constitutional principles are applied. The way the Dems will try to do this is by invoking extra-constitutional principles, perhaps from contemporary international law, to basically abrogate the Constitution.
