The cartoon actually does represent sentiment during the 1930's. FDR was considered a warmonger.

It is why World War II was so bad. In 1936, Hitler could have been stopped by one division, and Tojo stopped by one Navy battle group. In 1938, Hitler could have been stopped by two divisions, Mussolini by another two divisions, and Tojo by Two battle groups and an Army division.

But just about everyone made the error of appeasement.
