Nothing that's coming from Microsoft is free. Microsoft is a company doing business. Everything they do has only one goal: money.

Here ya go, I have an old copy of windows 98, I can install it with ie4. I can then trip out IE (it can be done) and restart my box. Right now IE is not a part of the OS, but I can now go an download ie 6 and install it. It is free, just because windows packages it does not mean it can also not be obtained for free..
