If true, the Republicans will probably argue the chain of custody of the newly found votes is tainted, since two counts showed Rossi to be the winner, and only the third recount with suspicious ballots swung the result.

That, I think, would be wise, because the dims would not get out and vote like they did in the general election while the Republicans would!

But the GOP/Rossi might be reluctant to simply assert victory. And if the Dem control the count, and the certification, they might jump at an anybody-but-GOP on a margin of a single vote. So it's up to Rossi. If his 'friends' tell him to lay down, and promise him great things in future for doing so, what kind of faith could he really put in such a promise.
Rossi should simply declare himself winner, and begin the process of moving in. At least it keeps him on the offensive, which is perhaps what some GOP there might find offensive. It's they who need to get over it, if the 'system' otherwise conspires to favor the anybody-but.
