If you want to extrapolate from Bush's popularity, then yes, I suppose that you can attribute the victories of almost all Republicans in any close contest to President Bush's intervention on their behalf.
However, I don't see how that proves that Rudy Giuliani convinced one voter, living in any part of the country, to vote for his chosen candidate for public office.
