Bethlehem in the First Temple period wasn't a major city. It was a tiny town. The big cities back then were Jerusalem, Hebron, Shiloh, Schem/Samaria (Nablus) etc.

I'm sure Sen Miller thanks you for the clarification on the size of Bethlehem, but that doesn't change the significance of the message.
