The 'Toon legacy just keeps on giving. As you all know, over six years ago (before Monica) I was repeating "it is going to take us thirty years to recover from the Clinton years" - and that after we only knew about his giveaway (via Loral) of satellite staging and encryption technology to Red China, allowing Boeing to sell them the advanced milling machines needed to produce (for example) super quiet submarines, and the total lack of attention to the India-Pakistan situation that failed to follow through with the Reagan and even the Carter legacy of discouraging their joining the "nuclear club". President Bush has been able to purge much of his other eggregious sullying of the office especially to the Office itself and respect for the military. However, since that time, the obvious results of an increasing number of his failures (including North Korea, OBL and the Intel Community) have come to light, some of which we didn't have solid information about five years ago.
The Ninety's were a total disaster for this country's foreign policy objectives.
This, in all honesty, ought to be tried in a Court of the UN somehow, or even the I.C.C., though the US is not a party to that. That body could really bring heat on Rich and his buddies. Since he has not set foot in the US since 2001, anything our government does against him personally is probably not bound to be very effective.
