All DC federal buildings have armed guards at the entrance. Instruct the guards that Berry is to be denied admittance to the building.

Confusing statement. What's to prevent these same loyal people to allow her entry even with new keys? Take her keys, instruct the security guard she is not to enter, and spare the expense of a locksmith.
