It doesn't matter. The CIA owns control of keeping that intel private. They have to monitor who sees it, lest the wrong person leak it.
If the CIA can't stop leaks, then it must be disbanded or purged.
These leaks of classified data from the CIA are now common. Our CIA clearly has lost control of its job.
The leakers are government officials.

If you read it you will see that one of Goss' aides is mentioned: "The senior C.I.A. official who visited Iraq and then briefed counterparts from other government agencies was Michael Kostiw, a senior adviser to Mr. Goss."

The CIA stops leaks by leaking something to a government person and seeing if that leak turns up in the papers.
That's one way they stop leaks. They tell someone in the government a secret and watch if it turns up in the papers.
If they only told that one person, then he is a leaker.
So they stop leaks with leaks.
Whoever leaked a classified cable needs to be arrested and charged with a felony.
That being said, whoever in the CIA can't keep their secrets safe...should be fired.

I'd prefer that these arrests be handled by the Defense Intelligence Agency.

The CIA is required to share with other government agencies. If they keep everything too secret, what is the point of knowing stuff?
Yes, and they are also tasked with keeping that information secret. Customers who leak must be arrested or otherwise cut off from new intel. Such a failure to police their distribution of data is a CIA error.
Such errors have consequences.
I don't know about the lawyer/his family.
