He does make the allegation. He says "may", but then says the baseball players are avoiding urine tests for the *same reason*.
Enough with the "meaning of is". Rangel meant to allege and that's how I'll take it.

This has been gone over and over and the Air National Guard did NOT do drug testing as part of the regular physical that GWB would have taken had he planned to maintain flight status. Since he was being rotated off of that status he did not take the physical. Nothing to do with a drug screening that would not have been done anyway.

They simply can't fly as a crew-member until they get it. Besides, there is no such thing as a "flyer's license".
One would think His Eminence, Congressman Charlie Dumbsquat, would at least try and get some facts in order before he went about lying about them.

President Bush is a sitting President winning his second term so any BS about his NG service is not only irrelevant at this point it's utter nonsense and obviously meant by the demonrats to keep painting GWB with a nasty brush and keep the anti-Bush part of America steamed up. You do not understand. I was not am not inferring in any sort of way Bush avoided anything.
I was only responding to the issue did drug testing take place during that time. I cant speak for all the armed forces, but at the 2/1 Cav Battalion US Army we had it in the early 70's.
