This is too funny. I hope the CIA had a similar program to collect funds from the US commie/pinko/bedwetters and funnel it to spying on the USSR.

This isn't the half of it.
There was a multi-pronged effort by the U.S. government-most of which went well over most people's heads-at defeating the Evil Empire.
In addition to espionage, containment through peripheral military attacks on USSR satellites and diplomatic pressure, there was also an enormous cultural subversion campaign aimed at captive peoples living behind the Iron Curtain.
Abstract expressionism being one derivative of that campaign.
