SS. By definition what would make my use of "there" incorrect?

I would say that "There everywhere." is a sentence. You have no verb. As it appears to refer to the spelling police, they're is the easiest way to fix it. Since they're and there are homonyms, it was reasonable to think you had porked it up by accident, hence the police action.
