No idea what the story is on BATF. Perhaps they were jumpy on the Waco anniversary (more so than the other federal workers) as they were close to the action.
All I know is that there were *many* DEA agents, Secret Service Agents, DoD employees, and military personnel killed (not to mention HUD, Social Security, and Ag Dept.)
So if there was a conspiracy, the vast majority of the federal agents at Murrah did not get the memo.
VERY few other agencies like the BATF. Many have utter contempt for them. Several years ago, there was a proposal to fold the BATF into the US Marshals. Know what the head of that agency said?

I truly think BATF agents are chosen for a specific anti 2nd Amendment bias.
They are also incompetent. Have you seen any of the tapes done at Waco? One agent shot himself in the thigh as he climbed a ladder to the roof. Another agent killed his buddies after they clambered into a 2nd floor window. The shooter then stuck his MP5 into the room and sprayed wildly as the curtain fluttered in his face! He was forced to roll away as the wounded and dying agents realized the incoming fire was friendly and apparently sent rounds through the wall as a warning. Too late, though. Funny, those BATF agents that died, were all recent transfers from the US Secret Service. Care to guess what their assignment had been.........there?
