First, it was not a snub. Conventional protocol is that he would meet with the Prime Minister and the Leader of the Opposition.

OTOH, usually there is a majority government so third and fourth party leaders do not have the political significance that they do in a minority government situation.

But Layton and Duceppe both whined a lot and finally Bush and Martin argeed that they could have a "meet and greet" with Bush.
