There is no strict rule about citizens from permanent members of the council. It's just a tradition. But U.S. has veto power over the nomination.
As a mere commoner who has been working and on my own since I was 18, I have nothing but hatred for this slimeball who has never ever held a legitimate job in the private sector........and here he is now a mega multi-millionaire for doing what?
Last time Clinton went to Dublin he was welcomed by over 200,000 of the locals--they were happy to see him and at the time admired him AND the USA for helping out with the peace accords. I wonder when the next US president will receive so warm a welcome overseas.

Any Dim administration. I wrote a letter to a newspaper about Bill and the UN, and they cut out the part about Ireland, corrupt deals that could be worked out to circumvent rules and traditions, and the general worthlessness and waste of real-estate space of the UN. My whole point in writing the letter was to get people thinking about these possibilities (Ireland and corrupt deals) so as to possibly help avoid them.
