Mexico just has to reform and the country could actually become very liveable --- for the Mexicans and for Americans also. The weather is great, it's a very wealthy country. There is no excuse for the poverty and desperation except the elites are quite content with the corruption that gets them very very wealthy.

Most Mexicans are quite tied to their states and villages --- they're more land-tied than Americans in reality. They should be able to live in their own home-states, their own homelands --- what will stop the massive immigration is the badly needed reforms --- but those won't happen as long as the elites go on believing they can keep on the way they are and just send their unwanted to the USA to be supported by us.

Finally, a considered and informed reply. I agree with your entire post. The reality is that no matter what we do here will be for naught if Mexico does not change. The US, first and foremost, must make policy that holds Mexico's ruling elites feet to the fire. Such policies as only accepting Mexican Federal drivers license and requiring that the Mexican government insure ANY Mexican national driving in the US. The biggest impediment to internal reform in Mexico is its Napoleonic legal system. The US must put the pressure on Mexico to evolve into an English Common Law system that the US is based upon. Then real reform can begin and the end of this massive illegal immigration. The only reason Mexico is poor is because of poor judgement.
