12 tanks could instill fear in an unarmed and intimidated populace. They can't do squat against a determined enemy armed with nothing more than gasoline-filled bottles.

12 tanks? It's some rogue, or drunk, officer. Ukraine has 2400 tanks. Some percentage of them will be on the move every day.
Twelve tanks might be enough to protect a couple of government buildings at most.
