The report only informs of 12 tanks or a company. Classical Soviet doctrine which most eastern bloc militaries trained through dictates much higher numbers for any military operation beyond perhaps a infantry battalion rehearsal.

More info is needed before assessing a strategic maneuver.

How much support is following? How much ammo? How many trucks and laden with what? Tanks of that lessor number without significant helicopter or infantry reinforcements are exposed and vulnerable to infantry counter attack. Once they've shot their basic load, they are very vulnerable and at present are vulnerable to losing a track and becoming very immobile.

IMHO, More likely a reserve or militia weekend training preparation, unless other multiple reports are received.
