When U.S. President George W. Bush arrives in Ottawa probably later this year should he be welcomed? Or should he be charged with war crimes?
It's an interesting question. On the face of it, Bush seems a perfect candidate for prosecution under Canada's Crimes against Humanity and War Crimes Act.
This act was passed in 2000 to bring Canada's ineffectual laws in line with the rules of the new International Criminal Court. While never tested, it lays out sweeping categories under which a foreign leader like Bush could face arrest.
In particular, it holds that anyone who commits a war crime, even outside Canada, may be prosecuted by our courts. What is a war crime? According to the statute, it is any conduct defined as such by "customary international law" or by conventions that Canada has adopted.
War crimes also specifically include any breach of the 1949 Geneva Conventions, such as torture, degradation, wilfully depriving prisoners of war of their rights "to a fair and regular trial," launching attacks "in the knowledge that such attacks will cause incidental loss of life or injury to civilians" and deportation of persons from an area under occupation.
Outside of one well-publicized (and quickly squelched) attempt in Belgium, no one has tried to formally indict Bush. But both Oxfam International and the U.S. group Human Rights Watch have warned that some of the actions undertaken by the U.S. and its allies, particularly in Iraq, may fall under the war crime rubric.

Our troops are busy with Iraq. Arrest Mr. Bush and a huge uprising of Conservatives and NRA members will go up and Katie bar the door. I know I personally would be damned glad to go. We might have to put troops on the border to stop us from going.
BRING IT ON!
To be fair, I'd send them a simple message and give them one hour to capitulate. The message would be thus:
Our President alive or you dead. Choose.
I'll help, if I get to be in charge of the Toronto clubs - the El Mocambo, Colonial Tavern, etc.
Consider them yours. Extra incentives for whoever takes all the members of Rush into protective custody.
I double Dog Dare Ya!!!
Canada would get to see some Old Fashioned American Imperialism Up close and Personal like!!
Bring it on. BTW, given Canuckistan's really lax immigration policies, we ought to be sealing that border really, really, tight. Israeli-style walls, for example.
(Willing to accept Alberta as state #51, OTOH.)
I'd walk if I had to. American civilians would beat the expeditionary force.
Thanks to quidnunc and an article from a liberal rag for bringing out the best in our neighbours to the south. If you think this one article represents the whole of Canada, then you are sadly mistaken.
Probably not necessary to nuke them. We have more bicycles and can take them easily in a mobile encounter or two.
And if indeed, you are able to contain this behavior to a liberal rag and a few malcontents, then you'll have little to worry about. After all, all the invasion talk is predicated on the POTUS being arrested when he comes to visit. Obviously, you have nothing to worry about, right? Right??
That's a real piece of work you posted there. Being from Cali, I would expect that you would be more appreciative of the liberal garbage that gets posted here.
Canadian quarters - they gum up our machines, and get passed off to us in change occasionally as US quarters. An annoyance.
I'd be a little more concerned with your other three borders. Also, who says Alberta is interested?
I'll volunteer to capture all the western ski areas and chopper operations.
I'm not worried at all. This actually goes beyond the typical liberal tripe. This is more in the Parrish league. Need I say more?
