IIRC, the President said "God bless his soul." That short statement spoke volumns about President Bush's feelings toward the terrorist.
I didn't ever hear the "God bless Arafat" comment. Not saying he didn't say it, but the comment I heard the Pres. make about Arafat was, "May God have mercy on his soul." Left unsaid, "which is going to hell for all eternity."

I can't remember something that was never said.
I deal with facts, and what he in fact said, when told during a live press conference that Arafat had died (he hadn't, it turned out), was "God bless his soul".
Perceptive people correctly interpreted this as in the same vein as a judge saying to a condemned man "May God have mercy on your soul".
Get a grip.
