Was the crew checked out? By whom? Was the crew that was supposed to fly the plane, really flying the plane? I would think that anyone entrusted to fly Bush 41 around would have Instrument and heavy weather experience.
Was this the crew skedded to fly the leg carrying Bush?
Picky questions, but obmvious ones to me in order to narrow the odds that it was/wasn't an accident.
