Did he hesitate so he wouldn't get nailed on international media? Have ROEs changed in the wake of Sites' betrayal?

I wonder... if there is a soldier in a hospital bed right now, badly wounded or maimed, his comrades dead, all because, for a split second, he contemplated a wounded terrorist's geneva rights a millisecond before the terrorist detonated the bombs strapped to him under his clothes.

Or if another solider in that hospital paused half a second too long, because he knew in his heart he and his buddies had nothing but the best of intentions for the Iraqi people, and didn't want their hundreds of days spent training Iraqi police, or giving gifts to Iraqi children, or rebuilding city bridges, to be dwarfed by global accusations speculating the 3 seconds he spent face to face with a dying terrorist... 4 seconds before the terrorist lobbed a final grenade as his last gift before dying.

Sadly, I think stories like that are probably all too frequent.

For sure, what Sites did will have it's price in blood. There is no doubt about it. Isn't it likely that this video is a recruiting tool?
