WASHINGTON (Reuters) - Stephen Hadley, President Bush's next national security adviser, built a reputation within the White House as a soft-spoken team player comfortable toiling in the shadows of his powerful boss, Condoleezza Rice.
"Steve's not one to seek the spotlight," one aide said of Rice's bespectacled deputy, whom Bush on Tuesday called a "man of wisdom and good judgment" who "has earned my trust."
Hadley, 57, whose appointment does not require Senate confirmation, is not expected to wield as much influence in the national security adviser's job as did Rice, who has been nominated to be secretary of state and has closer personal ties to the president.
Even his appointment was understated, coming as part of a White House ceremony announcing Rice's nomination. Hadley watched from a front-row seat.
In a White House that prizes loyalty, Hadley is a proven commodity who took the blame for a reference to Iraq seeking uranium in Niger that showed up in Bush's January 2003 State of the Union speech. That reference sparked controversy after it was shown to be based on forged documents.
At Tuesday's ceremony, Rice called Hadley a "consummate professional" and friend. Hadley did not speak.
In addition to Rice, Hadley has long-standing ties to the administration's other major power broker, Vice President Dick Cheney. Hadley served under Cheney when he was secretary of defense and acted as Cheney's representative in arms control talks.
At Defense, he was responsible for defense policy toward NATO and Western Europe, nuclear weapons and ballistic missile defense.
Aides say Hadley has a nonconfrontational management style and almost never raises his voice.
Before his appointment as deputy national security adviser in January 2001, he served on then-candidate Bush's "Vulcan" team of foreign policy advisers along with Rice.
The commission that investigated the Sept. 11, 2001, attacks detailed Hadley's behind-the-scenes role in assessing the threat posed by al Qaeda before the attacks.
Hadley told the commission he and Rice did not feel they had the job of coordinating domestic agencies before the attacks. Critics say they did not take the threat seriously enough.
Hadley has also advocated extending the role of nuclear weapons to include deterrence against all weapons of mass destruction, including chemical and biological weapons, critics say.
Hadley served Presidents Richard Nixon and Gerald Ford, and the current president's father, former President Bush. The Ohio native is a graduate of Cornell University and has a law degree from Yale.

Guess they never got the memo that Wilson was a lying SOB, that Bush never mentioned the Niger documents in his SOU address or that Saddam WAS SEEKING URANIUM IN AFRICA. More BS from the LSM..who woulda thunk it.
You're right. It's like that story ended when it turned back around and stopped being a hit on the administration. I'm sure Hadley won't let it bother him, he's undoubtedly used to it.
He sounds like the ultimate team player. I sure like what I'm reading in this brief article. The more this cabinet shapes up, the more I see that Cheney's hand is playing a role in it. I hesitate to even bring it up. The idea that Cheney has a hand in anything is like waving a red flag at most on the left.

Bush got his undergrad degree from Yale. Hadley from Cornell. He only went to Yale for Law school. I don't think they ever met in school.

Absolutely. This was the most positive thing I read about him. The threat of the use of overwhelming force against something that means something to them is the only real forceful deterrent against suicidal terrorists.

Sounds good to me! The knee-jerk critics show once again how blind they are. How else can we have any deterrence at all against bio and chem WMDs??? Unless we're going to resume large programs for bio and chem weapons.... the self-important 'critics' wouldn't go for that, either, they just want us to be helpless.... and rely upon Kofi Annan's nuanced diplomacy to achieve world peace.
Then the critics will say you can't deter a homicidal-suicidal bunch of lunatics like Al Qaeda anyway. That's not the point -- we have to say to every Kim Jong ILL and the MULLAHs of Iran that if any terrorist group acquires ANY sort of assistance from them toward WMDs and uses such weapons against the US or its allies, "we will not distinguish between the terrorists and those who aid and abet them" in deciding upon our response. The nuclear deterrent must be on the table when dealing with all "Axis of Evil" members, old and new.
