Unfortunately, many people are only caught for a small number of the crimes they commit, and others seem to escape getting caught completely. So 31 of 32 is probably too optimistic. Some people are simply better at being crooks than others, and some are luckier. Of course their luck may run out, and it is often not be the justice system that gets them.
What will be really great is when they have prisons everywhere and lock up people for speeding and tail gating. Also, I can't wait for the police to lock people up for breaking city ordinances like building without permits. They should be in jail for a longggg time. And people who don't stop at cross walks... or worse, people who eat cookies at Safeway and forget to pay on their way out. Or people with late fines- they should be tossed in the clinker too.
