MIAMI-DADE POLICE TANSERED TRUANT GIRL, 12

Miami-Dade police said an officer should not have used a stun gun to stop a 12-year-old girl who was skipping school.

A Miami-Dade police officer used a Taser to stop an unarmed, 12-year-old girl who was running away from him after she was caught skipping school, police acknowledged Friday night.

The incident happened Nov. 5, just over two weeks after other Miami-Dade officers used a stun gun to restrain a first-grader. In that case, police said the 6-year-old boy was holding a shard of glass and threatening to cut himself. Police Director Bobby Parker defended the decision to shock the boy because he could have seriously hurt himself.

But Parker said Friday that he could not defend the decision to shock the fleeing 12-year-old, who was apparently drunk.

''Under the circumstances, we thought that he should not have used the Taser,'' Parker said referring to the officer. ``It's likely that discipline will be forthcoming.''

According to the incident report:

Officer William Nelson responded to an anonymous complaint that some kids were swimming in a West Kendall pool, drinking alcohol and smoking cigars about 11 a.m.

Nelson said he noticed the girl was intoxicated and told her to get dressed so he could take her back to school.

''While walking [the girl] to the police car, [she] took off running through the parking lot,'' Nelson wrote in his report.

Nelson, 38, a 15-year veteran, said he chased her and yelled several times for her to stop. Nelson said he pulled out the Taser and fired when the girl began to run into traffic.

The electric probes hit the girl in the neck and lower back, immobilizing her with 50,000 volts.

Nelson said he fired ''for my safety along with [the girl's] safety.'' He could not be reached for comment.

Paramedics treated the girl, who went home with her mother.

Parker said department policy permits officers to use the Taser to apprehend someone, but he said he expected his officers to use better judgment -- especially when police had no plans to arrest someone playing hooky.

''If you use it to apprehend an adult, it would be an arrest kind of situation,'' said Parker, adding that the timing of the latest incident couldn't be any worse.

His department is already under fire for using a Taser to subdue the 6-year-old last month. That zapping has made national headlines and prompted calls from child advocates that Miami-Dade review its Taser use.

Parker said Friday night that his department will review its Taser policy. ''That doesn't mean that we're going to change it,'' he said.

County Commissioner Joe Martinez, a former Miami-Dade officer, said the policy needs to be tightened.

''When you have a 6-year-old who is on medication and very disturbed, maybe some of that crisis intervention training would be very handy,'' he said, referring to a program that teaches officers how to deal with the mentally ill. ``Now, when I learn that a 12-year-old girl was running away, truant, and was also Tasered, I think it's time we instruct the county manager to look at that policy.''

Asked if his officers had shocked any other kids, Parker said: ``I asked the same question, are there more of these out there that I'm not aware of? To my knowledge this is the only one.''

Yeah..Right...Should have used a 45 magnum on the kid..And she was chewing gum too....the horror...and running away..the brat...just a dangerous psychopathic 12 year old...too bad she didn't have a weak heart. ;(

Agreed. Only, to be consistent with a truly free and humane society, the cop should have called for backup so they all could have taken turns jumping up and down on her head before beheading her and chopping her up into little pieces. After all, truancy by a twelve year old is a very serious crime.

in my neighborhood the deputies are doped up on steroids and quite high strung. but those esteemed public servants in miami make these guys (and those umm women, too) look like choirboys.

By Golly I think your on the right track. After all, Janet solved the Waco problem permanetly by not worrying about collateral damage.

I truly support the police, but this is the kind of thing that makes them look bad . . . because, it is bad. The director should have said something like, "Yeah, we're going to review our policy and we're going to change it to make damn sure every officer know when and how to exercise proper judgement. We're done zapping little kids!"

What was her blood alcohol level?
Where did she get the alcohol and are they under arrest?
Cigars, was there pot in the cigars? Let's not be naive!
Who's house pool was it? Are they being questioned?
Why wasn't she cuffed and arrested for underage drinking?
Why wasn't she cuffed and arrested for possession?
Was she the only one drinking there, who else, over 21?
What was the first thing the mother did, smack her a$$ or call a lawyer?

Nope, it was ALL the cops fault. He stopped her. He cut into her "social" thing. Now how is she going to get knocked up and on welfare by age 13? These damn cops. They always are keeping our teens from having babies.

But I loved the Janet Reno gambit.

She solved everyones problems at Waco by simply killing everyone...along with the help of the FBI and others of course...but, give her credit, no more religious fanatics on her watch.

All good questions. The reporter attacks the officer for trying to save the girl's life before she ran stoned and drunk into the street. I guess the story about a girl being tased is more sensational news than the kids' hedonistic party, but the root cause of this whole mess was caused by the kids' misbehavior, not the officer's questionable decision.

I agree with the previous freeper who postulated an alternative headline: "Stoned girl killed by car as she fled officer who chased her into street."

The kid is drunk and about to run into traffic. The officer

tases her. Does he get a medal or a reprimand. In the "blue"

portion of Dade County a reprimand. This whole thing is

bogus. Actions like this are what turn good policemen away.

Actually, West Kendall is in the red (good guys) portion of Miami-Dade County. The kids were probably the Section 8'ers that the landlords at rental communities all over South Florida have been letting take 20% of the complexes.

There is no twitch. When you expect to be shocked, the nervous system readily adapts. Your body is just another resistor in a circuit. Don't be afraid. The farmer showed me the path through the thumb is less than an inch when stuck in a light socket. You feel only a localized buzz at the end of your thumb. Harmless stuff that saves a hell of a lot of time when you're busy.
