Scheuer's May paper lists 10 occasions between 1996 and 2001 on which "the decisions of senior intelligence community bureaucrats -- not legal 'walls,' organizational structures or inadequate budgets -- were at the core of our failure."

Hope so and I hope someone will expose them to the general public. That might be to much to ask however.
I honestly don't know what to make of this. I don't know if this guy is a help or a menace. It seems odd that he would quit just at the point when Bush is about to try to transform the CIA.
Also there's the matter of publication. Is he publishing because he gave up on fixing it internally, or is he publishing for fame and fortune?
The Church Committee wrecked our intelligence agencies, such as they were. They won't be fixed by public discussion, I'm afraid. Someone needs to take charge, go in there, and fix it; someone very strong and determined and with the trust of the president. I was hoping that the new director might be the man to do it.
It strikes me as suspicious that he quit right after Bush won the election. He may be ratting on failures during the clinton years, but that doesn't necessarily mean that he's one of the good guys.
Even though he quit, isn't he still gagged ?
Let me help: he's a menace. The CIA needs to be completely overhauled or shut down. Their failures of intelligence have embarrassed the country and contributed to the deaths of Americans throughout the world. What is going on here is a man who is determined to blame everybody (but mostly defense intelligence) except the CIA for the CIA's own failures. It's a disgrace what this agency has become, it's a disgrace what falsehoods this jerk has already "leaked" to the media, and it's likely he's leaving the CIA now because he's been identified as a (the?)source of the bogus UN/IAEA story about missing weapons. As a parting shot, he wants to trash everybody else: don't believe him; he's full of it.
