Nope, Nov. 30th is the end but that was before Global Warming^TM. The FAQ page I posted earlier mentions that ocean temps must be at least 80º F for tropical cyclones to form. (here) So while I joke about Global Warming, the cycle of global temps from sunspot activity can extend or contract conditions favorable for tc development.
