Governor (Schwarzenegger) Names Labor Leader to Run Employment Department

SACRAMENTO — After upsetting labor unions by favoring corporate interests this year, Gov. Arnold Schwarzenegger on Tuesday appointed a Democrat and longtime labor leader to manage the sprawling bureaucracy of the Employment Development Department.

Patrick W. Henning — son of legendary labor activist Jack Henning, a one-time appointee of President John F. Kennedy — becomes director of the department as it faces criticism that it is a recalcitrant, inept bureaucracy.

The $12.1-billion agency, which handles unemployment, family leave and disability insurance, had an interim director for about a year.

Henning's appointment is one of dozens that Schwarzenegger has given to Democrats and moderates, including his cabinet secretary and finance director. The Republican governor joked after the Nov. 2 election that his political philosophy would continue to confuse people because he sometimes acts outside of party boundaries.

Henning has worked as the legislative expert on the Assembly and Senate labor committees for the last 17 years — monitoring thousands of pieces of legislation. His job frequently has meant filtering information from lobbyists and labor groups and presenting it to committees torn with partisan rancor.

Henning is viewed as a cool, wry mediator and policy expert who understands both the Legislature and the state bureaucracies well. He was labor commissioner under Gov. Jerry Brown and a member of the Agricultural Labor Relations Board in the early 1980s during difficult fights between then-Gov. George Deukmejian and farmworker unions.

Henning has a rich labor pedigree — his father was undersecretary of Labor under Kennedy. Henning's brother is a labor attorney. In the 1970s, Henning worked for a variety of unions and was executive director of the Catholic Labor Institute of Southern California.

This might help Arnold clean up the mess without facing a lashing by the labour boss thug-o-crasy state-wide.

I'm skeptical but hope this appointee is a useful tool for real reform.

Definitely NOT funny in my book. Nor is appointing another lefty to his cabinet an encouraging move.
Anybody else want to weigh in?

I agree that he pulls his people from everywhere. We'll have to see what is up with this one.

I'm don't mind collective bargaining as long as it is realistic and doesn't end up blackballing employers with their tactics.

Am I a fan of this guy he choose here? Nope!

Have to see what he does and scream like heck if it's bad things he starts to do.

Keep an eye on this fellow.
Maybe he is there to reform labor and get unions to take concessions to be in line with the way life is today, could be, I don't know, but will watch him.

What magnitude of scream would it elicit from you if your private property were threatened with becoming impinged upon, like the 75% of Sierran property already owned, or controlled by government bureaucrats, largely unelected? Huh???

JACK HENNING RETIRING FROM CALIF. LABOR FEDERATION

Jack Henning, the executive secretary-treasurer of the California Labor Federation for the past 25 years, has announced his retirement.

No matter who takes Henning's place, he will be a tough act to follow. The plumber's son and former ambassador to New Zealand (appointed by Lyndon Johnson) is known for stirring anti-capitalist rhetoric. Kirk West, president of the Chamber of Commerce, said in 1993, "When he gave that speech, even though he was denouncing the 'captains of industry,' I had to keep myself from clapping because he was really talking about us."

Beginning in 1949, Henning worked as research director of the state federation for 10 years. Gov. Edmund G. "Pat" Brown appointed him Director of the state Department of Industrial Relations in 1959.

At 79, Henning can still fire up a crowd, as he did in an address to a Labor Party Advocates meeting, Jan. 14 in Hayward, California. Denouncing Democrats as the "party of compromise," Henning called for the "political liberation" of labor.
