I was asking my husband about that last night. He said he thinks it is the poorer areas of those states, they have historically voted Dem, and the school system is probably one of the largest employers in those areas.

i think your husband is correct. i have read some of the earlier posts and compared the notes to the map, and your husband theory makes sense.
