First, Florida's touch screen voting machines do not have a paper trail. Suits were filed to remove the machines, but were defeated. The votes in the machines are what they are. I can't speak to Ohio, but it is my understanding, that a major number of the voting machines were punch card. The kind that Florida had, but the difference between Ohio and Florida is that Ohio has an absolute recount procedure, whereas, Florida in 2000 each county or precinct had their own procedure, so there was no uniformity. One of the reasons, if I recall correcty, the U.S. Supreme Court eventually decided in the favor of the Florida Secretary of State, was because the different counties could not agree on what constituted a vote and wanted to recount only the ballots in three counties. I think it should also be mentioned, and is probably known by nearly everyone, save the Democrats, that no less than 10 organizations, including ABC, CBS, NYT, USA Today, etc., did an independent recount after the election and all showed President Bush the winner in Florida. No stolen election.
