Yes there is. According to The United States Code, Title 36 Chapter 10:

§176. Respect for flag No disrespect should be shown to the flag of the United States of America; the flag should not be dipped to any person or thing. Regimental colors, State flags, and organization or institutional flags are to be dipped as a mark of honor.

• (a) The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

If there is no emergency, or instances of extreme danger to life or property, the authorities have the power to make him display it properly.

I admire his study of cult "indoctrinations"; however, when is he going to sue Marin county on the basis of their au-so-trendy indoctrination of their own citizens? How about the Public Schools? Nah. I read parts of one of his cases long ago.. the problem I had with it is: He doesn't hold an individual up to account for their willful joining of a cult. Nope.
