the Republicans need to re-write voter laws to remove the distinct possibility of future frauds

I think this is a priority. Much of election law is governed by the states, but I'd be very much in favor of a federal standard for federal elections, if possible. Something like standard ID requirements would help, even involving a voter ID card for which proof of residency and citizenship are involved (although I think most people would get hysterical at such a suggestion).

Residency requirements should also be standardized, and work should be put into developing a central voter database for federal elections, to eliminate the possibility of voters roaming the country voting in multiple places. I know that probably happened a lot in Florida, although fortunately it didn't do them any good!

I worked in the polling place, and I was impressed by the professionalism of our precinct supervisor, but it was unnecessarily difficult to identify the voters and make sure they were in the right place and were legally entitled to vote. Even banks conduct their business electronically, and having little old ladies poring over looseleaf notebooks in this day and age seems a bit ridiculous. So I'd also be in favor of infrastructure investments, such as having polling places have wireless data access to the databases, for example.

Easiest way to standardize the system would be to require production of a valid driver's license or state issued photo ID to vote + Social Security card if SSN not on the license. The SSN could be used by the feds to track multiple votes by the same individuals. That being said, I'm sure there will be flames re: Mark of the Beast, Big Brother, etc. at this suggestion.

It should be possible, thanks to Article I of the Constitution:

Section. 4. Clause 1: The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

Since every regular federal election includes a US House race in every district, Congress can regualte their own elections which would impose a de facto standard on the elections process.

Good ideas, but the biggest problem is paying for them. When it comes to voting system infrastructure, the responsibilty doesn't stop at the state level but actually ends up at the county level. And counties have other priorities, such as picking up trash, maintaining the roads, running the schools and catching the criminals. Election equipment and staff are generally low-priority items, and this is made even worse by Al Gore's attempts to game the election system in 2000, forcing counties to spend millions of dollars replacing punch card machines that had worked just fine for decades with touch screen systems that the Left has already demonized as worse than the punch card machines they replaced.

The money could be made available through grants from the federal government or even through the states, but even that will result in howls of outrage over the fed's "hijacking of yet another responsibility of local government," though 3/4ths of that would actually be coming from the ACORN types, whose mission to deliver as many fraudulent votes to Rats as possible would be made much more difficult.
