Probably because those precincts are more heavily Republican then they voted.

Thats what they wree doing in 2000. They saw how big Dodd won and presumed a Kerry victory??... Dodd polled 12% higher than Kerry!

Depends on demographics of what they've counted thus far. If this was in Bush's strongest places with Kerry's strongholds still to go, that small a lead is not liekly to hold up. Of course, calling it that early is assuming a LOT...

Some places report more in than others do. Perhaps Fox has more info. I questioned the call so soon, but figured they'd be sure before announcing it.

If anyone makes a mistake this time around, they're going to look positively Orwelian.

Depends on which 2% of precints are reporting. If that is South Jersey, it is a disaster for Bush. If those 2% are in downtown Newark, it is a disaster for Kerry. But please try to avoid vanities...there are many threads you could have posted this and gotten an answer.

BTW, Republican counties are often far more efficient in their reporting, especially since D strongholds tend to hold back until they know how many votes they have to steal.
