Been there many times. As far as I am concerned paper ballots with readers that render them tamper proof, have no software, and mark the ballots with a count history are the only way to go.
Wouldn't it be a real challenge for Freepers in each state to launch an effort to get the state legislators to require proof of citizenship before allowing registration to vote?
My god, it sounds so obvious! Are we that stupid that we don't do this without even thinking about it?!

What I would like to know is WHY does the FED not follow thru and seek Federal prosecution of the people involved in attempts at vote fraud? We really need to find a way to stop this crap!

Okay, that's settled. Now you guys can get on with your analysis.
It doesn't look like it will be necessary. We need two pre-requisites to justify an analysis: a point of focus and a disputed race. We lack both. We have at least four states that we are close enough to analyze. That's a lot of data acquisition. We also have a pending concession from Mr. Kerry. Unless there is a dispute it would be very difficult to justify the resources to go over this, regardless of how useful it might be toward the future.
I'll ping BobJ and Robert Cook et al. and see if they are interested in pursuing this further over time. I still think that developing the analytical tools to expose possible fraud rapidly is a worthy goal.
Did others find that many of the numbers for first time voters were disconnected numbers?

I'm not certain but I think you would almost have to CHEAT!!! No wonder Gore was so reluctant to give up, he was dead certain that the dead had certainly voted for him.
