Provisional Votes only count if you showed up at the correct precinct and they didn't have your name. If you went to the wrong precinct, you lose.

Are you 100% on that? In California, technically, any registered voter may vote in any precinct, provisionally. It's subject to verification, after which the vote will count.

Dan Abrams from MSNBC is saying if the Provisional Voter voted in the wrong precinct .. they will NOT count
