This is a reconstruction era tactic used by Southern Dims. to perpetuate the status quo. They still have the cemeteries to assist in their voting. That doesn't take any bribes. Every election the dead of Beria Cemetery arise to go vote.

A quick search in the Texas code makes it clear that retarded children are often (if not always) are judicially committed to State Schools. A cursory search did not find "voluntary commitment," and I did not look for Adult commitment information. Clearly, an adult person with this issue probably could not commit himself, because he would necessarily not have the capacity.
I hope a lawyer from Texas can get better information than this.
