Did Kerry just say that the missing explosives was because we didn't have enough troops, yet he then went on to say we didn't need more troops in order to make sure elections came off ok? I think he is tanking in this interview. Seems very defensive.

The yellow band is for Lance Armstrong. But you are correct in that Kerry wears it. And besides, what is Lance famous for? Riding a bike across France. ;^D
